On September 7, 2023, Policy Exchange and the Hoover Institution hosted  the first Transatlantic Conference on Global Foreign Policy and Security. This distinguished forum of past and present senior government figures, prominent business leaders, scholars, and leading journalists engaged in vigorous discussions on the most critical geopolitical issues of our time.

Lord Godson, Director of Policy Exchange, welcomed the 66th United States Secretary of State and Director of the Hoover Institution, Condoleezza Rice and Niall Ferguson, the Milbank Family Senior Fellow at the Hoover Institution, among many other distinguished guests.

The first session of the conference  concerned the War in Ukraine, featuring General Sir Nick Carter, former Chief of the Defence Staff; Professor Stephen Kotkin from the Hoover Institution; and Lord Roberts of Belgravia from Policy Exchange and the Hoover Institution . The second session focused on the future of China with Professor Frank Dikötter; Lieutenant-General H.R. McMaster (US, Ret.) from the Hoover Institution; Juliet Samuel, Policy Exchange Senior Fellow; and Rt Hon George Osborne, a Distinguished Visiting Fellow at the Hoover Institution.
