Thomas Cabot is Policy Exchange’s Energy and Security Research Fellow. He holds an MSc in Energy Systems from Oxford University, St Catherine’s College and prior to joining Policy Exchange he worked for a leading nature based carbon removal company as their EU operations and strategy lead.
